Not too young.
Most girls her age probably are removing all hair, even younger. But most likely through shaving.. Waxing is way better though.
Why? To look/feel pretty. Probably raises self confidence too.

I don’t think she’s too young. She’s almost an adult. She’s probably doing this because it’s kind of embarrassing to have pubic hair showing when you’re wearing a bikini or swimsuit in the summer time .

she’s not too young. she’s almost 18 which is the age where you could do alot of stuff on her own.
well we start shaving down around this age. brazillian just seems to be an easier way to avoid razor bumps nd cuts.

Its not itchy, you dont have to worry about your bikini line, it makes me feel sexy without having sex, and if she’s sexually active, (not saying she is) she can’t get crabs!
