90′s Vampire TV Show?

back when I used to live in Germany when I was 7-8years old, around 1996 I used to watch a Vampire show on TV which used to come on once a week around 5-6pm, some white kid with glasses who had no friends one day befriends a brother and sister who are both vampires and around his age, all 3 I think were 9-10years old. I have been trying to find the name of the show but have no clue how to, please help its a childhood favorite and I would really appreciate the help!
No its not the little vampire, VERY similiar but it was way before 2000 when the movie came out because I watched the movie while I lived in Germany and I moved from there to the states in 98′ so it cant be the little vampire since it came out in 2000.
Also I believe it was a TV show and not a movie. plus I’m pretty sure hes two vampire friends were a brother and sister who used to fly up to his window all the time!
